Non-Competitive Qualifications for appointment under the NY HELPS Program: 

  • Five years of professional experience in computer programming which must have involved the planning, configuration, testing, implementation, and/or management of the systems environment that supports the organization's information technology architecture and business needs.
  • A bachelor's degree in any field including or supplemented by 15 semester credit hours in computer science with at least 9 semester credit hours in programming languages and two years of experience in computer programming; or
  • A bachelor's or higher-level degree in any field and three years of experience in computer programming; or
  • An associate degree with 15 semester credit hours in programming languages and four years of experience in computer programming.

Competitive Minimum Qualifications: 

You must be currently reachable on the appropriate eligible list for this title or eligible to transfer to this title under Section 52.6, 70.1, or 70.4 of the Civil Service Law.

Non-Competitive promotion (NCP) qualifications:

You must be a qualified employee of the Office of the New York State Comptroller and have had one year of permanent competitive or 55-b/55-c service as an Information Technology Specialist 2.

NCP notes:

If the number of interested candidates who meet the promotional qualifications is three or less, the agency; at its discretion, may nominate one or more of the candidates for a noncompetitive promotion without further examination under the provisions of Section 52.7 of the Civil Service Law.

Transfers:

For 52.6, 70.1 and 70.4 transfer to an Information Technology Specialist 3 (Programming), salary grade (SG)-23, you must have one year of permanent competitive service in an approved title for transfer allocated to an SG-21 or above.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

Duties Description

Job duties will include any number of the following:

  • Plans and conducts applications programming design, coding, testing, and debugging
  • Implements new and revised systems and ensures documentation and system security measures are appropriate and comply with agency, Office for Technology, and New York State information security policies.
  • Maintains and analyzes systems performance after implementation by testing and documenting system changes resulting from operation errors or system failures, changes in legislation, user requirements, or changes in the IT environment.
  • Participates in the design, development and implementation of computer security programs as it relates to applications systems access and accessibility.
  • Performs business/systems analysis and design activities; web site development and administration of transactional, dynamic, or interactive web site and IT application activities; and the design, development, and administration of database systems to support web site and IT application activities.

Knowledge, Skills, and Abilities

  • Proficient at communicating with technical staff and customers alike.
  • Strong analytical thinker with excellent troubleshooting and problem-solving skills.
  • Demonstrated experience in handling high pressure situations, including the ability to work under tight deadlines, troubleshoot production issues (both during shift and on-call), and able to shift priorities with minimal guidance.
  • Demonstrated experience in adapting to new technologies as environment changes.
  • Strong self-starter, with ability to pick up quickly on new technologies even when training and access to in-house experts are limited.

Telecommuting

The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
